Hoover was born in a middle-class family in Sulphur Springs, Texas to Vannoy Fite and Eddie Fennel. Raised in a troublesome family, Collen’s last memory from her childhood was her father thrashing her mother with a television box. Nevertheless, shortly after, her mother filed for a divorce. Besides, when Hoover was 25, her father who was an alcoholic abused her mother.
Shortly after her parent’s divorce, her mother remarried. Later, their family owned a little farm with about 50 cows where Hoover and her elder sister, Lin, worked in the early mornings and weekends.
